Row 2 is byte-identical to row 1, so it is proposed for removal. Row 3 is the same person with a different email — exact matching would miss it entirely, and it is flagged for your judgement rather than deleted.

The purchased tool is a single offline HTML file. All parsing, duplicate detection, editing, and export happen locally in your browser — your CSV is never uploaded, transmitted, or stored by us. This is enforced by an automated no-network-request check as part of the product's release gate, not just a claim in this description.
You don't have to take our word for it: open your browser's developer tools (F12), go to the Network tab, then use the tool on a CSV file. You'll see zero outgoing requests while it parses, dedupes, and exports — because the file never leaves your machine.
